Explanation of Accessibility

The cross-border cooperation Environmental Information Systems (VKoopUIS) is leading the project LHP-App Meine Pegel under the guidance of the Ministry of Environment, Climate and Energy of the State of Baden-Württemberg and is striving to make its apps accessible in accordance with Paragraph 10, Section 1 of the State Disability Equality Act (L-BGG).

This explanation of accessibility applies to the app Meine Pegel version 2.5.1 and higher.

1. Compliance with Requirements

This mobile application (app) is partially compliant with Paragraph 10, Section 1 L-BGG due to the following incompatibilities and exceptions.

2. Non-accessible Content

The following content is not accessible for the following reasons:

a) Incompatibility with Paragraph 10, Section 1 L-BGG

• Graphical time series representations of measured water levels and discharges are not accessible. The graphics are mostly provided in non-uniform presentation by federal states/countries. Due to technical reasons and the high update rates of the files to be visualized, we cannot make all time series accessible. Modern devices, however, sometimes offer possibilities to convert them into text information.
• The app uses map applications. The information conveyed through maps may not be available to all users. Map applications are not fully accessible according to today's state of technology (compare exception EU Directive 2016/2102, Article 1, Section 4d). However, we are striving to offer alternative access forms for the information conveyed through maps. This includes list views (with search and filter functions), which provide access to and the content of the maps in an accessible form.
• Content and documents from third parties, including map applications of the German Weather Service (DWD) and the aforementioned time series graphics, as these are outside our control and are not financed or developed by the LHP-App Meine Pegel project. While the map application refers to alternative information offerings with warning tables for weather warnings, it does not provide an alternative for the radar rain application.
• Alternative texts are mostly implemented in such a way that they clearly convey the information on the screen. Optimizations are known where gradual improvement is taking place.
• The focus order for keyboard operation is mostly resolved. In some cases, however, it could not be optimized simultaneously for keyboard operation and screen reader. We are striving to gradually improve this.

This explanation of accessibility applies to the app Meine Pegel and is based on an actual assessment of the compliance of the mobile application with accessibility requirements, in the form of a self-assessment conducted according to Paragraph 4, Section 2, Item 1 L-BGG Implementation Ordinance (DVO).
